American civic life is sustained by people who know their places — their counties, their statehouses, their neighbors, the actual texture of the communities they serve. The dominant model of higher education credentials young people away from the places that need them, often at ruinous cost, in institutions hostile to the convictions that formed them.
Patriot Halls are an alternative architecture. A national network of locally-rooted Halls, anchored by Hill Country Patriot Hall in Fredericksburg, Texas, offering accredited degrees in applied political science and campaign operations.

Students are dually enrolled at SEU — the accredited university partner — while being formed at their local Patriot Hall.

Hill Country Patriot Hall is the first Hall in the Patriot Halls network. It sits on the Patriot Academy campus in Fredericksburg, Texas — Constitution City — where civic formation has been the work of the campus from the start.
The first B.A.P.S. cohort begins in September 2026. The Hall opens to its full residential community in January 2027. Hill Country also hosts the Patriot Institute — the 9-month residential formation program — and adds further programs as the campus enables them.

The Patriot Halls network is built outward from the Constitution Coaches network — 35,000+ trained civic educators who already know their communities and the people in them. If you're a coach, a pastor, an attorney, a former operative, or a civic leader with a vision for your community, you may be the right person to start a Hall.
You don't need a building. You need a place, a small group of students willing to begin, and the willingness to lead. Patriot Halls provides the rest: accredited programs, trained tutors, marketing support, and a national network of peers.
Joseph oversees the B.A.P.S. degree program and places graduates into campaigns and legislative offices nationally. He is the primary academic and programmatic counterpart on the degree.

Patriot Halls focuses on civic leadership and statesmanship. If your community needs a Hall focused on a different sector — classical education, a trades program, a medical track, religious formation — there are paths for those too.
